Ubuntu Start job takes forever

The boot hangs on “Start job creating volatile files and directories (2 min / no limit).

Boot into recovery and rename /tmp to /tmp2. …or delete anything inside /tmp. (Dangerous approach)

Reboot the system. Voila.
